The nuclear reactors in minecraft are not completely accurate. In minecraft cooling is only there to stop nuclear meltdowns. In a real reactor cooling is what allows electricity to be made. In most reactors water that is cooler than the reactor is passed near by, the heat of the reactor turns the water to steam which then turns a turbine generating electricity. Then some method of cooling, often a lake, is used to turn the steam back into water so it can pass by the reactor again. So the cooling isn't just to stop meltdowns, it is actually one of the most important parts in the reactor.
